This Law establishes the governing framework for all tender processes in the country, and all entities are obligated to comply with its provisions. The Chairman of the Tender Board shall be responsible for issuing the Executive Regulations of this Law, as well as any other regulations and decisions necessary for its implementation. Pending the issuance of such regulations and decisions, the existing systems, regulations, and decisions that do not conflict with the provisions of this Law shall remain in force. The previous Royal Decree No. 86/84 and any provisions conflicting with this Law are hereby entirely repealed. This Decree has been published in the Official Gazette and shall enter into force six (6) months after its date of publication.
